Agent Davis, what you described is probably very useful to SOMEBODY out there:

DC pad -> kb encoder -> PC (Mame)

OR

PSX pad -> adaptor -> DC

(In either case, don't you need a plug pinout for the controller?)

But what I am looking for is different:

Arcade panel -> kb encoder -> PC (Mame)

---> adaptor -> DC
