Windoze won't recognise 2nd joystick on my new dual stick setup - HELP!!

I have just finished putting together a test setup of 2 joysticks and 4 buttons in total interfacing the joystick port.

If I set up 2 controllers in the Windoze (95 Rev B)applet it will only recognise the first joystick! It will not pick up the second one, no matter what I do. Yet if I configure the 'active' controller with 2 extra axes it automatically assigns both x & y axes of the second stick faultlessly.

The obvious problem here is that my setup will therefore not work with MAME32. Neither does it seem to work for DOS MAME when launched from a Windows frontend. However, if using DOS MAME with a DOS frontend it picks up the second stick and works perfectly!!

I am yet to do any testing with Win 3.1, 98, NT or 2000 to see if things are any different, as I first wanted to get some feedback from 'those in the know' as to whether I'm doing something wrong here.

A bit more info for those that are tuned in to what I'm on about - my current connection does NOT use a joystick splitter cable (Y cable), and in addition neither of the PCs I have at home will recognise 2 sticks at the same time when I DO use a splitter cable!!!
Is this an issue just with the particular release of Windows 95 that I'm running, or is there some limitation I am just not aware of?

I need a solution to this as I am looking to offer these things commercially, and I'll feel like doing harm to myself if it falls over at this stage!!
