Help! ArcadeOS won't display properly! How do I troubleshoot?

I finished a lot of preliminary work this past weekend, and finally hooked up my vga cable to my arcade monitor.

I think/hope thatI have the proper wires hooked up. I followed directions on the PC2Jamma page, and also the directions here.

I have an Electrohome 19" monitor, I believe its the same one Mr. Salty used on his project. MY Video Card is an ATI Expert 98.

Only, now, when I plug the thing in, the very best I casn get is a solid blue screen with one diagonal green stripe across the screen.

Is anyone familiar with a procedure for troubleshooting this beast. I am stuck.
