Strange Spinner problem... Hope someone (please) can help!

Hello:

I am using Flutra's Spinner, connected to a Hagstrom KE72T. When I use a game that has a spinner (Arkanoid), no matter how slowly I spin it, the player on the screen screen jumps 4 or 5 pixels at a time. It is not smooth whatsoever. I've tried a different type of spinner, and get the same results. Although, when I had a Happs trackball interface, it *was* smooth - connected to the same spinner.
I've tried playing with the sensitivity settings in MAME, but I can't seem to get to move smoothly. I really would appreciate and help that anyone can give me. Thanks is advance! :)
