I don't ever recall seeing different sizes of power supply for either "AT" or "ATX" style motherboards. For ATX, I can tell you that a colleague of mine found Antec to have the most quiet fan on the power supply.

Given the amount of current most motherboards manufactured in the last 3 or 4 years require, it's unlikely you'll find a power supply that doesn't need a fan to keep its components cool.

Another idea is a new specification for motherboard and power supply layout which is specifically being designed for "thin clients." This is known as "Flex ATX" and almost certainly uses a reduced size power supply. Whether you can get this on the general market is unknown. Try www.pricewatch.com and look around.
