If you have good airflow inside of your cabinet I don't see why you couldn't remove the cover from the power supply and remove the fan. There should be plenty of air moving around inside of the cabinet to keep the power supply cool. Remember that when a PC's power supply is inside the case, without a fan there would generally be no air at all moving in or out of the computer (unless there are additional fans) so the fan is necessary to draw outside air for cooling the whole machine. With the power supply completely contained inside a cabinet all you are doing is moving air across the power supply hardware, which I would think would happen anyways if you opened the power supply cabinet up.
