Both compaq and HP now make small form factor PCs (SFF) PCs that use external power 'bricks' like a notebook, which are fanless. The HP variety, the e-vectra, uses an ATI chipset for video. These might be very good fit for low sound or small space (ie: cocktail) applications. They don't come with floppy drives, but USB floppy is an option for both.

They're also really cheap. The key limitation to them is that there are no expansion slots, although I can't imagine what you'd need to expand since NIC, CDROM, sound (SB chipset), and full legacy ports (only one serial, though) are standard.
