Yes. The licence covers the Software, not the Hardware. They cannot dictate on what hardware you run their software. You are also legaly entitled to be in posetion of 1 archival backup.
You must be able to prove that you owned an origional registered copy. I think that the Cab would be sufficiant. Owning a copy of one of the "Atari Arcade Hits" colection also qualifies, if it uses the original programs, but not the C64 version.
