Curiosity question (may be off topic)?

I just thought of something...

If someone had, say a Space Invaders machine with a broken boardset, could they legally place a pc in the cabinet with ONLY Space Invaders running in MAME if they kept the boardset in the machine?

I thought about this for arcade owners who can't (or are having problems) get their boards fixed.

Just out of curiosity...
