TV vs. Arcade Monitor

I've read some posts recently about people connecting arcade monitors to their computer graphics cards. What's the difference between an actual arcade monitor (like a Wells Gardner) and a TV? If they are essentially the same, someone could save some bucks and buy a cheap TV instead. Just curious.
