The only similarity between an arcade monitor and a TV is that both take a Std Res (15kHz) signal. European and Japanese TVs are more like a Arcade monitor because of the RGB SCART input (v.s. the inferior composite input of US TVs).

I don't understand what this "device" is you are trying to build (I'm guessing its a downscan converter?...to make a 31kHz VGA signal into a 15kHz signal?).

If you buy a Japanese SCART cable for your playstation, you should be able to hook it up to your JAMMA connector no problem. Just a note on SCART cables...there is the European SCART and the Japanese SCART. Both look like the same adapter, but the pins are totally different between the two of them. www.gamesx.com has info on both types.

: I read earlier that the signal spec for arcade monitors is in fact the same as that of TV's (be they PAL or NTSC respectively), so is it reasonable to assume that on the device i'm building to route the VGA output from my PC to the monitor, one could also put a SCART sockect and wire up the RGBS also to the JAMMA connector, and use that when I wanted to plug a playstation or whatever into it? (assuming the RGB's on the SCART cable were connected?)
