The way MAME performs (and what I verified) is what Derrick calls "Fast Sticky" mode. The behaviour you are describing is what Derrick calls "Sticky" mode. His chip can work in either mode AFAIK. I am not sure which mode is better, and it may vary from game to game.

Also, since MAME emulates "Fast Sticky" mode and derrick uses either mode, it might be possible to amend the mame source code and add command line switces for "-sticky" or "-faststicky", giving us the advantages of Derrick's chip without buying any additional hardware. If anyone knows any of the DEV TEAM members . . . nudge, nudge, wink, wink!!!

I would like to get more responses on this entire subject, also!
