If that's all you need to happen then it's like I said, wiring the switches in series. So assuming you have 2 wires hanging there from the dreamcast pad's Up button, and normally you'd wire those 2 wires to a single switch to press for the Up action...what you do now is take one of the dreamcast wires and connect it to one of the two switch contacts on Joystick 1's Up switch. Then take the other switch contact from Joystick 1's Up switch, wire that to one of the two terminals on Joystick Two's up switch, and finally take the other joystick two Up switch contact and connect the other remaining dreamcast wire to it. Then you have this:

Joy 1 Up Joy 2 Up

In the above diagram, Dreamcase Up Input is the 2 wires that you close together to signal the Up action. Joy 1 up and Joy 2 up are the switch contacts of both joysticks "Up" direction. They are wired in series so when both joysticks are pressed Up, the dreamcast 2 wires are shorted and the Up action is registered.
