Sure. The same goes for wood control panel, too. The most important thing is to make sure the restrictor plate's retaining/locating pin holes are drilled precisely to the dimensions shown in on the cad drawings with respect to the joystick's mounting holes. The center hole where the joystick shaft goes through really doesn't have anything to do with the operation of the restrictors, as long as the opening doesn't interfere with the shaft.

If I were to install the restrictors w/o the mounting plate, here's what I would do:

Order the kit, but specify to not have the installation studs on the mounting plate. This will let you use the mounting plate as an excellent drilling template. Also, there is a PDF drilling template available for download on the website, too (thanks Tiger-Heli!), if you would rather use that.

A metal control panel would be much easier to do, as you could use the included spacers to set the height of your joystick. For a wood control panel, you would want to test your joysticks with the mounting plate & different shims to determine how deep you think your joysticks should be mounted below the surface of your control panel to suit your taste. Then you would router where your joysticks go to match that depth.

For a wood control panel, you would probably want to use retaining pins in lieu of the screws unless you would be installing threaded inserts. For the metal control panel, either use the retaining pins or weld a couple of nuts on the underside to use screws.
