Well, obviously as you've noticed that's not a true statement. The marketablity of the game rights is substantially devalued. The value of the operator's used boards is decreased. Operators are less willing to pay large sums for new games if they can't resell them when they stop earning. Mame cabs have even showed up in arcades where they compete directly with the manufacturers products.
