Windows 2000 Update:
I suspect the problem is an IRQ conflict. It sounds great for the first several seconds of gameplay, then starts really goofing up.
Windows 200 always assigns the SB to IRQ11, which is shared with about 4 other %$%^^! devices. I have avaliable IRQs, but I cannot find any method of changing the IRQ. I've tried the Device Manager in both normal and safe modes, I've looked in the BIOS and I tried swaping slots.
I've convinced myself that it's the IRQ problem, so I haven't checked my OS or MAME32 versions. It did sound fine with both on board audio and the I/O Magic card.
Any ideas on how to assign a specific IRQ?
DOS 6.0 Update:
I've installed everything, but DOS hangs when running SBINIT. Perhaps the BLASTER= settings need adjusting, but I had to walk away, before I chucked the whole thing through the window.
Thanks to everyone for their continueing help.

: Look at what irq it's on. It needs it's own irq. In Win 2000 you need to go into Control Panel->Administrative Tools->Computer Management Then under there go to Hardware resources then to Conflicts/sharing if anything is on the same irq as the sound card you have a problem. The only way to resolve it will be to manually move it to a different pci slot unless you have a motherboard where you can assign the irq for each pci slot.
