I asked Conway about that when I saw it on the website. Here's his reply:

This is something for MAME dummies...It only works with our Capcom games and
the PC only runs FreeDOS. So the customer just has to turn on the Arcade PC
and play games and turn it off when he is done. It's not for people that
already know how to load up MAME. What you have is much better.
