You are correct, they can pivot about the smaller hole shown on the mounting plate on the left side of the picture. That is the locating pin hole. The locating pin will be welded in the corresponding hole you see in the restrictor plate.
I have also considered using a removable pin in the larger hole on the top of the restrictor plate, rather than a screw. Right now, I am planning on welding a square nut on the underside of the mounting plate for the screw. I do have the correct sized pins that can be used in lieu of the screws, but I would need to know at the time of the order not to weld the nuts on the underside of the plates.

Currently, I plan on shipping them as raw steel (lightly oiled to prevent rust), or in gray primer so the customer can paint them any color they chose to match their cabinet/control panel.
I actually attempted to make them somewhat reflective of their 4-way action by the shape of the plates (maybe like directional arrows), but it may not appear that way in the pictures.
