I don't know squat about scan converters, but I can make a comment on video cards. I have an older ATI All-in-Wonder 12 (Rage 128 chip) that I use the S-video out for MAME-ing. The s-video looks great, but the regular RCA-style video out gets a lot of red bleeding.
But, this card sucks for everyday PC gaming, so I thought I'd upgrade to a newer nVidia card. (I originally took out my GeForce 2 GTS for the ATI since the GTS had no TV-out). I went and got a GeForce 2 Ti (no real increase over the GTS, but it had S-vid out). I returned this card the next day. Why? Tv-out SUCKS on nVidia cards. It implements it as a "default monitor", stuck at 800x600@60Hz. As such, the picture does not fill the entire TV screen, and there's no way around it. 3rd party software tries to fix this, but it still was not acceptable.
Long story short, if you go with a video card with S-vid out, stay with ATI and not nVidia.
As far as scan converters go, check out the "Emulation Station 2" on this guy's project page. He may be able to tell you more about scan converters...
