Bolts for trackball

I have purchased the 3" Trackball (part# 56-0100-xx) from Happ Controls together with the 3" mounting plate (part#55-1101-00). My problem is that I can't mount the trackball to the mounting plate. For me it seems that the 4 bolts that came with the mounting plate are to short. They are approx. 1.75" in length, but to me it seems like they ought to be something like 2.5" in length.
Can anyone please confirm the correct length.
