All ATI cards (but the XPert I think) use the same TV out card and are great.
Some geforce cards are also great. But it's up to the manufacturer. And some really really suck!
So go ATI (made by ATI not licensed by ATI) unless there is a good return policy where you get it. (And don't go ELSA for the geforce... hear they suck)
Also, SVideo only. Composite doesn't cut it
