Is there a PCI sound card that works with Windows 2000 and DOS?

Believe it or not this is related to arcade controls ...

In order to use MAME with 2 trackballs, I just built a hardware selectable dual boot PC with Windows 2000 and DOS 6.0.

My onboard sound CLAIMED to support both, but the volume in DOS is a mear wisper.

So, I bought an I/O Magic PCI Storm Surge soundcard that CLAIMED to support both. There are no instructions for DOS provided. When I ran the installation procedure for DOS that I found on it's CD, it did not complete the procedure. I tried manually including it's DOS drivers: ESSAUDIO.SYS in my config.sys and ESSAUDIO.COM in my AUTOEXEC.BAT my system hangs when booting. I/O Magic's tech support could not help.

Any help with my existing card or advice for a new card would be appreciated.
