Hi, I dont' think the motor in a CDROM drive will provide enough torque to rotate a monitor.
Are you thinking belt drive, chain drive, direct, or a gear system...a gear system might allow you use a CDROM motor...A 10v-18v motor and battery out of a cordless drill might work. That would give you torque control, speed control, DC power, a button, and direct drive. No ?
