Did you twist both Vertical/Horiz VGA wires together?
What Videocard are you using?
Some SCART tvs require +5v to one of there pins, can't remember what the pin is off the top of my head, also some SCART tvs don't support 50hz (PAL) and/or 60hz (NTSC) picture..
Wiring up an Arcade monitor is exactly the same as a TV except minus the Scart plug bit and as of yet I've had no problems interfacing any RGB stuff.
