Yes, thats right. I have just done a VGA 2 SCART cable myself and if you do not connect +5v to pin 16 (Video Blanking) of the SCART connector (via a 100ohm resistor to be completely compliant to the SCART spec) then you will get a synced up picture but it will be incredibly dark. Almost like a monochrome ghostly image of your PC's actual video output.
