Here is my configuration everyone for the best computer for someone on a tight budget computer.

Socket 7 Barebones system w/keyboard, mouse, case, motherboard, floppy.
$200 or less. Try http://www.tcwo.com

AMD K6-2 500mhz CPU: The best processor for the money is the K6-2. Pentium 233 processors cost as much as one of these.
$60 or less.

ATI Rage video card. There are a lot of different ones but most will do for maming.
$40 and up.

RAM. If you want decent speed then you have to go with 64 megs or more 32 just won't cut it.
$50 and up.

Hard drive. 4 megs should do for Mame.
$50 and up.

Sound card. Some MB's have onboard sound but it usually sucks but a $10 cheapo SB16 card should work fine.
$0-10

Optional CD-Rom. Some people need these some people won't for their mame machine You can get good ones for about $40 now.
$40

Mame machine:
$189 Case, MB, Keyboard, Mouse, Floppy
$60 64 MB of RAM
$60 AMD K6-2 500 Mhz
$40 ATI Xpert at Play 98
$60 4.3 Gig HD
$10 Sound Card

Total $420. Add a CD-rom for about $40 more.
