Not without significant electronics betwen the jamma board and the monitor. VGA monitors just aren't designed to sync down that low.

This should be much easier proposition as an arcade monitor runs at more or less the same frequencies as an NTSC TV. Just hook up the r,g,b + sync from your JAMMA board to similar pins on your TV's SCART connector.
