This looks like a 'tweak' problem. MAME sets the VGA registers to draw video in a way compatable with arcade monitors(called tweaking). Since not all video cards respond the same way, this doesn't always work. Manual adjustments can be made in the MAME.CFG file for standard video modes, but I don't know if you can change the arcade mode.
I have the same problem on a standard monitor with the default settings.
