I'm pretty certain the Perfect 360 uses an active-low configuration (ground signifies the direction pushed) so that it can be used as a drop-in replacement in a JAMMA control panel. Go check out the PC2JAMMA page to see how to interface a JAMMA controller to a keyboard encoder. It uses a 'solid-state relay' (transistor - silent) method to make the actual key presses on the encoder.
