Yes De-Gaussing may well solve this (ie just switching on) but some monitors will have another problem: the shadowmask behind the tube face has tiny holes that line up with the dots on the screen. When the monitor is turned horizontally the shadowmask may move slightly out of line as the supports are designed to hold it vertically only.
