Ok I had this problem too. Over the x-mas break I tried every option like QEMM and all the other memory options, I've got a PIII 500 with 128M Ram. The one I found to work 100% was to run Win98 compact install. Then in the msdos.sys change the BootGUI=1 to 0 to go straight into DOS without booting WindowsOS.
Since then games like Kof98 play 60ftp's straight away before they were running at 35 to 40 plus it loads faster. I even installed the ATI 98 driver for the ATI 128 Chipset I have and now I have even more res display options.
