TTL versus Video levels causing problems?

Hi All,

This is my first post here so (even though I have done a search) please excuse me if this topic has been covered before.

My Setup is as follows:
- PII running MAME
- ATI Mach 64 (1994 design!) outputting through a VGA cable to
- An arcade monitor which previously ran a Galaga board more than acceptably.

The trouble I am having is...
1. The black that I normally see (when running the Galaga board) in the back ground is quite Red.
2. My whites show up as a murkey grey almost non existent, a little shadowy

When I try running from my another machine with a Neo Magic video card, the result is the same - which leads me to think that it may be my CRT or cable (which is pretty old and crappy). Then again, the CRT works fine with the Galaga board

Another possability was raised by a TV technician I was speaking to. He says that VGA out from a video card runs at TTL voltage 0-0.5v? whereas TV and Arcade monitors take input at video voltage 0-1v. Thus what I am seeing could be a reduction in dynamic range (or low contrast I 'spose).

Any thoughts would be greatly appreciated. 'Scuse the tome-like post.
