Yes you need to connect the Opti-Pac to your I-Pac! You connect your up/down/left/right from the Optical stick to the I-Pac and wire the gnd/+5/X1/X2 from the Happs Optical Board. After that it should work fine in MAME. You will need to adjust the sensitivity for games.

: Ive finally decided that I will go with the happcontrols optical rotary joystick and i-pac, opti-pac solution.

: Do I just connect them to the opti-pac and then to the computer and change a setting in mame or something? Or do I have to connect the opti-pac to the i-pac???
