While many multi-monitor display adapters are limited in W2K, the Riva chipset cards (twinview technology) are among the worst. I have several clients that have run into the grief that you're describing in one way or another. They work fine with 95/98/ME, though. Matrox is a much better multi-monitor card, but there are limitations with W2K in any case (such as having to run the same resolution on both monitors).
