using a home-made screen filter:
Cut a couple of sheets from transparent - but slightly textured - document folders, stretched flat over a piece of perspex/plexiglass. Works a treat! Zero performance hit, too.

The hard bit is finding the transparent folders with just the right amount of texture so as to slightly blur the display image.

I get best results with this by also using special screen modes set to 3 times the game's vert res. This way, every line of the game is displayed on the monitor using 2 duplicate lines plus 1 blank scanline... er, if you see what I mean?!
