Any video card made before Windows 95 or slightly after will probably work..

S3, Cirrus, Oak, Trident as these where designed for DOS/VESA standards at the time, so there drivers used VESA calling conventions, that is why you can get away with using generic drivers for these cards.

However any modern card after works different, this is why WinVGATV worked, as it worked in the same principals as the DOS version.

Please not that these videocards that will work, won't be very useful as there hardware functions are pretty naff as is there Windows 2D blit speed.
But better than nothing!
