PC to arcade monitor questions

Hello all-
I'm converting an old Victory Road game to play Mame games. I want to connect my pc video out directly to the arcade monitor. I've read many of the posts here but I'm still confused (that doesn't take much!). I have several questions that I hope you all can answer for this confused fellow in the US!
1) Do I need to "downconvert" the scan rates from my PC?

2)Does my PC video card need to have NTSC capabilities out (because the one I'm using doesn't). If it needs to have NTSC out is there a converter that will work?

3)Does my PC video card need to have RGB out (becasue the one I'm using doesn't). If it needs to have RGB out is there a converter that will work?

4)If there is a converter that will do all of the above, can I run Windows and have it display on the arcade monitor?

5)If I can't run Windows do I need to run DOS Mame? And if I have to run DOS Mame will the ROM files from the Windows Mame work with it?

6)Will the AVERKey do all of the above? I have found that online for only $85 but I can't tell if that will "downconvert" the signal.

I really would like to do this using hardware as opposed to software. Any help would be GREATLY appreciated!
