Modern arcade monitors don't require isolation transformers. Fairly trivial to build a wood box to stick the monitor in, or (cheese alert!) take some cardboard and wrap it around the chassis to keep your cat from losing a life or two ;-)

You can get 19" arcade monitors fairly inexpensively.

That being said, there is *nothing* like a real cabinet with a real arcade monitor when it comes to the gaming experience. Suggest making the room and poking around for a freebie (they can be found with monitor for less than what it would cost to get a new 19" arcade monitor)
