Well one thing that would definitely kill the bounce back is: Don't let go of the stick!

I have never heard of anyone who lets go of the stick all the time while playing the games.
Actually tightening the spring would make the stick harder to move and would probably increase how fast the bounce back occurs. As far as bounce back, this is normal. When you compress a spring (such as when you move the joystick), it will try to go back to its normal shape. If you remove the spring that will kill all bounce back but you will have to move the joystick back to center manually.

One thing you could do is replace the joystick with 4 buttons (Up, Down, Left and Right). Now when you want to go up just hit the Up button and your frog will jump up and you will have no bounce back from the joystick.

: The first time I noticed how annoying this was while playing frogger, and would frequently jump out of the way of danger, only to have froggy jump right back in front of a car after releasing the stick.

: Then last night, while setting up my control panel with mk (not Mortal Kombat) I pulled the stick hard left and released it. mk reported -14- keypresses during the bounce!! (left-right-left-right-boioioioioing)
