Callus did not originally run SFA, but some folks (don't remember who, possibly cps2shock.com) released patches for Callus that let it run more games than were originally supported. You'll need to download the latest patch.

I'm not sure if it is supported through the patches now or not, but people used to rename all the sfa roms (with a batch file) to fool Callus into thinking it was running a megaman game (the power battles?).

Definitely try MAME, or Final Burn, which support SFA directly. Don't bother looking for the Callus patch unless speed is an issue for you. SFA was released as a CPS2 game and also as a "CPS changer" game which is some sort of CPS1 home system or something...

As for where to download the said patches, I don't know; it's been a long time. Just look for it using Google.com or another search engine.
