Panel layout for 8 buttons a player....

Hello all,
I have alot of questions.

I have been searching for a layout that has 2 players each with a joystick and 8 buttons. I have yet to find one. I use my mame cabinet for playing emulators other than mame and as we all know that some of the consoles have a large number of buttons. Some arcade games like Street Fighter and Mortal Kombat have more than 4 buttons also.

My cabinet is a converted neogeo cabinet and has the red blue green yellow buttons all in a row about a 1/4 apart from each other. There is room right below the top row of buttons for a second row using the same color scheme. But is that the best way to lay them out so that all buttons can be used easily? Should I stagger the second row to the left or right a bit so that the buttons do not line up exactly? The second row of buttons on both player 1 and player 2 are brand new buttons where the first row is old. Should I put all of player ones buttons new and all of player 2's old or top row old and bottom row new on each of player 1 and player 2? Would the bottom row be the default row to use in games that use only 2 buttons?! or is the top row the standard?
