"How fast you can spin" = software + adapter, not the spinner?

I believe this is effect is related mostly to the software and interface rather than the spinner hardware itself...

One of the places I have noticed this problem is on the Omega Race high score screen (using a Hagstrom KE-72T and Fultra spinner which is based on the Happs trackball encoder.) When you spin the spinner very quickly, the cursor jumps around. However, I have not experienced similar problems at "gameplay speed" in any spinner games in MAME.
