I have two OSCAR spinners connected to my test machine, one on the PS/2 port and one on a serial port. Using the latest MAME (37b11) which has support for dual mice, I have both spinners working independently. For instance, I can play two player Blasteroids with this setup.
If you are not running the latest MAME, I believe you can run OptiMAME and achieve the same results. I have not personally tried this method, yet though. You can download the MAME mouse drivers from the download page on http://www.mame.net.
As far as two trackballs, and two OSCAR's, you should be able to use a mouse splitter (Y-mouse, for example) and have a trackball and spinner available for each player. Again, I have not tried this method, but in theory it should work.
I'm sorry that I haven't been able to fully test the dual trackball/OSCAR setup yet, but seeing as dual mouse support is fairly recent in the offical MAME beta, I really haven't had a chance to fully explore the possibilities.
