Looks like a 16 colors 640 x 480 pixel bitmap is supported by Intel BIOS and motherboards that support OEM Logo Display and Graphics Mode Display during POST. Below is the readme file from the Intel utility splash.exe:

2. INTRODUCTION:

This DOS based utility converts a 16-color Microsoft(R) Bitmap file into a
BIOS logo file format and generates files to be embedded into the
a system BIOS or stored in non-voltile RAM.

This BIOS logo file can be copied into the flash-memory on
motherboards using the Intel BIOS Upgrade Utility (iflash.exe).
During BIOS Power-On-Self-Test (POST), the system BIOS looks for,
and displays the logo on the screen.


3. REQUIREMENTS:

This utility can only be used on motherboards that support OEM
Logo Display and Graphics Mode Display during POST.

This utility supports images with up to 16 different colors
specified by Red-Green-Blue (RGB) values.

This utility only supports full screen .bmp bitmaps: 640 x 480 pixels.

OEM Logo or User Flash Scan Area: A minimum 4 KB flash-memory user area
is required in the BIOS.

The bitmap used to create the logo must be 640x480 in size and
must not be overly complex or it will not fit within the space
allocated for it within the BIOS. If the custom logo created
from your bitmap does not display as expected, try reducing the
complexity of the bitmap image by reducing the amount of text
or the number of colors used.

4. SPLASH.exe COMMAND-LINE PARAMETERS:

/Fu Specify filename of .USR file
/t Title string for .usr file displayed by IFLASH
/display Display logo
/v Verbose: displays uncompressed and compressed file
sizes
/? Help
/h Help

Examples:

1. To display the help screen

SPLASH /h


2. To convert a .bmp to a .usr into a 16Kbyte user field

SPLASH /s16 OEMLOGO.BMP

A LOGODATA.USR file is created. This file can be renamed or used as is
and flashed into the BIOS user area using the Intel IFLASH.EXE utility.

5. STORING THE LOGO INTO BIOS:

Use the IFLASH.EXE utility to store your custom logo into the
BIOS. Perform the following steps:
1) Copy the .USR file you created using the splash screen
utility onto the floppy diskette holding the IFLASH utility
and your current BIOS files.
2) Run the IFLASH utility.
3) From the Main Menu choose "Update flash memory area from a
file".
4) From the Update Flash Area menu choose "Update User Logo/Data
Area".
5) Use the scroll down key to highlight your custom .USR file
in the Files: box, then hit enter.


6. RESTORING THE INTEL(R) MOTHERBOARD LOGO

A BIOS supporting splash screen logo feature contains a default
Intel(R) motherboard logo that appears in the absense of a
user-installed logo. Once a custom logo has been installed,
the only way to return to the default logo is to erase the custom
logo. A blank logo file, BLANK.USR, has been provided in this
package for this purpose. To install the blank logo, use
the Intel BIOS Upgrade Utility (iflash.exe) as follows:

IFLASH /p BLANK.USR
