My guess is that there is not enough power available to work the LED/Phototransistor pairs of the 360. The voltage may be sufficent, but LEDs can require 15-30 mA apiece to function.

: I am trying to convert my custom dreamcast arcade stick from an 8-way ultimate to a perfect 360. I just cant get it to work. I have 4.87 volts (i am told this is enough) running from the power wire of the controller to the +5 v input on the perfect 360. I then have the u/d/l/r points soldered to where i had them soldered with my 8 way. I am now getting uncontrollable movement and somewhat glitchy response. (I dont get the motion until i return the joystick back to normal). Ground is grounded to the black wire of the controller..

: any suggestions?
