Doing the math (6 buttons x 4 Joysticks = 24 buttons, 4 joysticks = 16 buttons, 12 functions keys, assume 10 MAME control functions keys, 1 ground input) = 63 inputs total
Hagstrom KE-72T will provide 72 inputs with no matrix for $120 and is your best option. If you can live with possible ghosting, (a function key and a player button probably won't be pressed at the same time, you could get by with maybe a KE18 in matrix mode, but that would be tough.
