what encoder i need to get 4 joystics with 6 buttons (each joy) and F-KEY

HI ,DOES ANYONE KNOW WHAT I NEED TO GET 4 JOYSTICS WITH 6 BUTTONS EACH JOY, ANF F-keys(f1 to f12),and the dipswicht butons(mame configurations buttons) start buttons,2 coins buttons etc...i know if this project is to much but is my dream,please tell me what i need, encoder ,with matrix or not(hangstron ,epic module etc..) thanks
