The ATI Expert@Play98 video card has S-Video on it. I bought it last year for $79. I think they are around the $50 range now. It's a great card for using TV's in a cab. There are newer high end cards with TV out but if your just going to use it for MAME and other emu's then a ATI card like that will do the job easy and give great results. Good luck.

: I want a relatively cheap video card that will give me an S-video out to a 25" TV, which some day I plan to mount in a cabinet. I've heard bad things about the 3dfx Voodoo3 TV out, and heard good things about the ATI series (though I can't figure out which ATI cards have the video built in -- their website doesn't match most vendor's descriptions...).

: This'll pretty much exclusively run Mame32, unless there's a good reason not to.
