I believe what you want is a vga switchbox not a splitter. A splitter sends the same signal to multiple monitors meaning that when your using windows or whatever that signal will be sent to your arcade monitor. That high a sync signal will probably cause some damage to your monitor unless you are using a vga compatible arcade monitor.
By the same token when your using mame or arcadeos that low a sync will send you pc monitor in sleep mode and hopefully not cause any damage.
