PC Monitor:
Hands-down the best picture quality in terms of DPI. Obviously, you can run Windows and other higher-end graphics applications on it. The biggest downside is the price. The other downside is that for some people it just doesn't "feel" like a real arcade cabinet unless it has a real arcade monitor it in. I personally have a PC monitor in my cab, and I'm very happy with the quality.

Arcade Monitor:
For the "purist". This IS the real deal...both the good and the bad. The good is that your games will look as "authentic" as they possibly could. The bad is that an arcade monitor is realy only good for arcade games. Plus, they aren't exactly cheap.

TV:
The best bang for the buck in terms of dollars spent for the size of the screen that you get. The resolution is not nearly as good as what you'd get on a PC monitor (I think 800x600 is the best that you'll get), but you will be able to run Windows decently on it. The colors do bleed, and the picture quality isn't nearly as good as a PC monitor, but you get a big screen for little $$$.

So to recap:

==PC Monitor==
PRO: picture quality
CON: price
COST: probably the most expensive

==Arcade Monitor==
PRO: authenticity for playing arcade games
CON: only suitable for playing arcade games
COST: mid-to-high

==TV==
PRO: bigger screen for the money
CON: so-so picture quality
COST: low, considering the screen area you get
